Undulating periodization was around long before Cosgrove, and it presents a whole new set of problems: since you use a different repetition bracket in each training day, you severely limit your ability to use productive exercises. For example, if you use 3x3 on one day, 3x8 on a second say, and 3x15 on the third day, you can't use Olympic lifts more than once a week, which isn't frequent enough to make progress on them. Many of the most productive exercises must or should be done for low reps, while others (KB snatches for example) must /should be done for high reps.
A better solution would be what most smart athletes already do: use low and high reps each training day, according to the objective and exercise used.
