I've been studying and training the powerlifts using the Westside Methods. Simmons would seem to advocate "counting" the dynamic effort lifts as well as the circa max lifts when considering performance targeted training. Properly performed sub-maximal load lifts are intended to generate maximal force (and stress/training effect) thru generating max speed and acceleration in the lifts. A dynamic effort lift should simulate a max effort when performed properly, in terms of force production and stress to the athlete. This way of thinking would greatly expand the "lifts that count" beyond the 90% criteria offered.

No disagreement from me- when performing dynamic effort work, you're attempting maximum speeds with moderate weights (an approach that I endorse BTW)- using this as an example, anything over 90% speed would be a critical rep that should '"count." I simply used an RM value for the sake of simplicity
